Control of Major Accident Hazards (COMAH) Regulations 2015
Upper Tier Operators
Operators of sites where the quantities of dangerous substances are used or stored meet or exceed the upper thresholds laid out in the COMAH Regulations, are classed as “upper” or “top tier” sites.
As laid out by the Health & Safety Executive, top tier operators are required to have a major accident prevention policy (MAPP) to show that arrangements for the control of major accident hazards are in place, as well as limiting the impact to people and the environment of any that do occur.
Among other factors, the safety report must include:
• a detailed description of the possible major accident scenarios and their probability or the conditions under which they might occur including a summary of the events which may play a role in triggering each of these scenarios;
• measures (such as safe plant and safe operating procedures) to prevent and mitigate major accidents;
• details of measures to limit the consequences of any major accident that might occur; and
• information about the emergency plan for the site, which is also used by the local authority in preparing an external emergency plan.

In particular, these procedures should cover: External hazards, including those arising from natural hazards (including weather).” - COMAH Regulations 2015
